The Author of the OP still refuses to change it. Despite already having multiple posts that confuse the entire topic. One person even thought SAM was buffed.

Samuel is tier A he has great early game DMG, sustain, poke, his only weakness is that late game mages like Celeste are going to out DMG him… BUT and this is a capital but he often snowballsbecause of his early game.
Don’t want to pull rank but when you have VG silvers telling you he is a list you have to accept they’re probably right.
