What part? The new CR reduces a part of the cooldown, meaning that if you have 30% CR (new), an ability of 10s would have only 7, (-3s). The old one, that 30% means you can use the ability a 30% more in that same time, so if you for example have 100% (old) you reduce the cooldown of the ability to half the value. The old one was also less effective in terms of cooldown (not how many abilities you can use in the same time) the more you have it.
