Nice rework, well thought out and an interesting kit.
Zero chance of happening though - more likely to create a new hero with this kit than to change Taka to it. Basically this is because what you are proposing is a very high programmer time solution to the issue, especially because it requires new graphics works as well.
There are much lower effort solutions to the problem - reduce his base damages and reduce significantly his heal. Those are number changes, not kit changes but they would reign him in.
That said - while definitely strong in top at the moment he is no where near broken - there are several counters available which work well. (And no I am not going to tell you them, since this is a spot we are ahead of the pro game of trying to figure out counter play).
