I’m sorry, but 10 years is a gracious number.
You are seriously naive about the power of interests between governments and private companies.
Firstly, legal. Bills don’t turn into laws overnight. They take lots of time. Reforming the entire healthcare system would be a massive surge of laws changeing or introduced.
Secondly, logistics. Many new systems would have to form during the transitional period. Do not overestimate system ability to communicate between entities.
Thirdly, public opinion. Having the public support the movement for long periods of time is unlikely.
My decade number came from a theoretical scenario where all entities are unnaturally ready to work together.
