[fanmade hero] Jane, the portal mage

Alrite Y’all, here’s another new hero. This one’s crazy (cause the last few totally weren’t).

role: Captain, Ranged
Portal mage who can disrupt enemies positioning

Heroic perk: Third eye
Jane’s basic attack applies an orb that circles the target enemy. Once applied, Jane will no longer basic attack the target, but the orb deals crystal damage over time and reveals a small area around the enemy. The orb will remain attached until the enemy moves out of range, is killed, or Jane selects another target.

A Ability: Gravity Portal
Jane places a gravity portal at the target location. This portal slows nearby enemies moving away from it while Allies moving towards it have their movement speed increased. Enemies also take damage over time. If Jane’s orbed target is within the area when the portal expires, it becomes rooted.
Cooldown: 14/13/12/11/10
Energy cost: 70/70/70/70/70
Duration: 3/3/3/3/5
Root duration: 1.2/1.2/1.2/1.2/1.2
Damage per second: 30/40/50/60/80 - 80% crystal ratio

B Ability: Fast travel
Jane teleports herself to a target ally within a large radius.
Cooldown: 30/29/28/27/25
Energy cost: 180/185/190/195/200

Ultimate: Hostage Substitution
Jane selects an enemy hero from within an area around her orbed target. After a short charge up time, this enemy’s position is instantaneously swapped with that of the orbed enemy, and the Orb attaches itself to the new target. Jane can only activate this ability if her orbed target is an enemy hero.
Energy cost: 100/100/100
Cooldown: 110/100/90
Range: 5/5/6

Whaddya think? OP abilities? cooldowns too long? Hint: For the B, imagine the radius to be something like 1/4 the diagonal length of the Rise (measured diagonally as in along the river)
