3.9 Patchnotes are out

They seem pretty balanced patch notes, they buffed the underused heroes (maybe Blackfeather a bit too much) and nerfed op heroes like Anka.
There also seemed to be a general buffs of most ults to make them more impactful
What do you guys think?
