Vox is getting a late game buff?

I was reading the patch notes for the upcoming 3.5 update when i came across my main’s balance changes:

yeah, he may be slightly nerfed in the early game phase, but why is he getting a late game buff?

He was lacking the damage other carries have.

dude he is a monster if you start bp stacking him up properly

He hits his powerspike relatively early, after PS BP, and other carries out-scale him late. If a vox is good late it’s because he’s snowballed, which vox can do rather easily.
