Anyone have any ideas on who this is? Joule? An unreleased hero?

No way it’s a skin. Has none of the signifies of existing heroes.
Obviously a engineer tech kind of hero, but she lacks the aesthetic of the technologists. From a lore perspective this suggests someone separate from the existing factions, she looks closer to kinetic, ylva, and yates, maybe she’s the one who makes the weapons for their camp.
